Is a torrent dead or not? Can I reupload someone else’s torrent in a new format

After responding to a reseed request from someone (not me), I was able to download a torrent: Flirt4Free - Jake Fisher (https://www.gaytorrent.ru/details.php?id=5d9de0507e5fd76e8d5af855a46fb55323534c2682410e51). Now someone has asked me to reseed it, but when I do, it isn’t visible to them even though I see one seeder on the GT site and my own torrent page says it is seeding. I want to help this person, but am not sure how.
Is the torrent dead or defective now?
Since it seems not to be visible, can I reupload it as an original torrent?
Another option is that, in addition to having the original flv files, I have converted them to mp4 files for myself. These new files are more than 10% different in size. I understand that GT rules allow me to upload these new format versions as a new torrent. Is this correct?

It's not unusual for a downloader to be unable to connect to particular seeders or other downloaders and that is a real problem when there are only a few to begin with. The easiest solution that I have found for that situation on this site is to make the torrent freeleech to attract other downloaders. Usually at least one will be able to connect to a seeder (often the only seeder) and then share with the other downloaders.
So, I was going to make that torrent freeleech to help out. However, it is over 25 GB in size and to make it freeleech for just 24 hours would cost 5,178 points! Even then, it still probably would not attract many people who wanted to download the whole torrent.
That's yet another good reason to avoid uploading huge collections of files.
If you do upload them as mp4s, I would suggest breaking the collection of 326 files down into smaller groups, for instance by month or quarter since most of them seem to be a chronological series.
