What is the site's official position on downloading a torrent containing only a video, gathering a few .jpg images from the video, and then uploading the bundled .jpg images and the video as a new torrent? Is this considered a duplicate?

I've discussed this with one of our global mod and the answer is Yes, the pictures in the file is irrelevant.
We based our dupe on the file size (exact size or <10%difference) and file format.

That's the most fair and logical application of the rules, thanks for clarifying, K!
And I would add… If you have a duplicate clip and, say, 20 or more high-res pictures, then don't post the dupe clip, but DO post the images as their own upload.
I'm always happy when I can "match" a clip and the related photo shoot, then create my own combined folder. :cheers:

One other small comment regarding adding photos to a video torrent…When that torrent get old and worn, and then someone tries to bring it back to life with a reseed, then those that have the video but no longer have the images will never get there torrent to show as a seeder. It will still seed the video to new leechers, but will never switch to a seeder.
