What do you mean gayest?
There are gay themed games that have darker tones, some that are all "rainbow guns and latex dress" and some that give you the whole range.
Personally I don't like the second type, but all three are "gayest" as they talk about games… -

"See No Evil" is a game where you awake in a after Apocalypse world (and the capital A is meant), where the world has become hell.
You can submit at the demon king as soon as you meet him (ending the game) or fuck and be fucked by 5 demons to have a better ending using a powerful sexual energy fueled ritual…it's drawn like a comic, so in B/W and the characters are between muscular and bear.
It's an graphic adventure game, so to proceed you have to pick up object and use them on the NPC or say something specific to trigger the sex scenes and the collection of sexual energy.Remaining on the "light" side but not "rainbow guns" there is Coming Out on top, a gay dating game made by a western author, so the style is not the usual "manga/anime", the boys are hot and the game itself is good.
They just updated the game to the 1.3 version, adding also a bear character and the possibility to trigger some other sex scene with the basic boys.It must be out even a "rainbow guns" themed game, and other graphic adventure, but as I wasn't interested I read only the news some time ago… never searched for it.
These are "serious" games... then there are the usual flash game and the "less serious" IMHO, however rather enjoyable, like the textual adventures made by fenoxo (they are freely downloadable in his site http://www.fenoxo.com/) and the one made by Wahn, Flexible Survival (you need Gargoyle, a gblorb file decompiler to play it).
Fenoxo has three games: Corruption of Champions a classical GdR is officially on hiatus, but if you search you can find a "mod" that expand and complete the story even if it's not finished by Fenoxo himself. Trails in Tainted Space (or T.I.T.S.) is a similar game but in space. This is currently in developing. Fall of Eden is written by Eden, but host by Fenoxo, is very similar to CoC, but it's made with PHP and HTML so you can play it also on smarphone (the others are Flash). In FoE there are some very good character and sex scenes, but is smaller than CoC.
Those have the main focus on body modification and furry characters (male, female, gay, lesbian and herms), so they are only for those that are into these things… the description are usually good even if the subject is furry (at the end the focus is usually on the cock and the muscles and the sex itself, so furry or not is not much different) so I enjoy them time to time... -

Also, it's probably not for everyone but if you like anime or manga I do suggest checking what Japan has to offer.

If you mean AAA-titles, Mass Effect 3 has in my opinion the sexiest and most romantic scenes between two male characters. Dragon Age Inqusition is not as hot in my opinion, but the dialogue are a bit kinky, at least if you go for the Iron Bull… There are some S&M references, with a stop word, wanna ride the bull and my hero is the one who has been taking it...
Bioeffect makes Bethesda with allowing gay marriage in Skyrim feels like the Sims in this point.
But I like that I can make my characters gay in RPG. I always like to think of 'em as a better digital copy or extension of me.

For Skyrim someone did amazing mods that add deepness to sexual encounters both eterosexual and homosexual. And for those who love big cock and muscle gods or muscle bears characters there is the SAM mod (that contains also the Schlongs of Skyrim mod that allow to have a full customizable "working" penis).

I never knew you could have sexual encounters in Skyrim? I've seen those animated clips, but never seen anything in-game. I definitely know you can marry some-one of the same sex if you have an amulet of mara though

Someone wrote a mod with sexual sidequest with several caracters of the world and the possibility to complete some vanilla quests with sex instead that for example money or fighting… there are also many fetish for those who like them, like animal cocks for humans, sex with animals or monsters, rape, forcing enemies on submission and rape them (I use only this... not into the other things).
Obviously there is also the consensual sex with your lover or other partners and even threeway regardless of the sex.
They are pretty well done and many have multilanguage (but they are often translate with google I suspect). -

Bastard Bonds may not be the absolute gayest of all, but it has the merit of also having actually good gameplay behind it instead of just a VN or point-and-click.
Made by the same guy who did See No Evil as well.
