                The free sex-change is a complex issue. Yes, it was included in the National Health Care Law, but very few people have had access to it. It's a very complicated process and there aren't many publich hospitals which can perform the surgeries. We're also the country with the largest rate of trans murders, so don't expect an open society towards the issue, unfortunately.
