So for example, at Steamworks (a popular bath house here in Chicago and other locations in the US) there is a gym equipment area, dry sauna, wet sauna & huge jacuzzi which serves its typical function but it also one of the many cruisy areas of the facility to meet and play with others. There is a locker room area to place your clothing/belongings. And the rest of the facility has private rooms and specialized areas to wander around and pick up someone for some private or public play.Bath houses will range in quality depending on the establishment. I personally don't like the other bath house here. When I went years ago, it had a not-so-great functioning wet sauna, horrible carpeting in the locker room area, and I wasn't really attracted to many patrons.
Ultimately it's just another venue for men to cruise and find men to fuck in a private, sexually charged environment while basically naked

Men are only allowed in the bath houses that are cruise-oriented. And yes, they do operate legally as a private membership club. At many of the bath houses I have frequented in the US, you are required to purchase a membership to the facility. It's a nominal fee usually. It's $6 for a month @ Steamworks but you have to a pay separate fee for a locker rental or a room each time you enter the facility.
There are traditional saunas (i.e. Turkish/Russian/Korean styles are examples that I think you may have heard about) that are single-sex or co-ed depending on how they have it set up. But the traditional saunas are not sex oriented places. Many traditional saunas are family environments where those under 18 can attend with their parents and strict policies are enforced against sexual activities in the facility (Although there is a cruisy Korean sauna here in Chicago where I think I jerked off a guy discreetly in the wet sauna after the guy did something to steam up the entire area :fap: I do remember a few blowjobs beings given in the "napping chairs")
Sometimes the term saunas and bath houses are used interchangeably to describe the gay cruise-oriented facilities. Most Americans I know only use the term bath houses and I think many Europeans refer to them as saunas. But most were older men who smoked meth and I'm not joking about the meth. They had it there in their rooms and that's all people did. I wouldn't be scared. I've been to many and have not heard about threats of raids occurring. I mean, it sounds vaguely familiar a story many many years ago perhaps, but, it's not as if the bath houses are operating illegally. I'd be more concerned about a raid at a regular bar/pub over a bath house.

The one nuance about bath houses that I don't like is the potential for attitude and rude behavior. Totally fine that not everyone is attracted to everyone in the place, but it's bothersome when you see/hear people being downright rude when rejecting someone. I go to the Watergarden in San Jose for the last year and a half and I usually go once a week.
It's a very nice gay bathhouse that has a variety of patrons that go, but they mostly skew older around the 40 - 60 range. But that's the type I'm attracted to.
