they can't make the tests mandatory, they are unreliable. The inserts in the test have a disclaimer that the test can not be used to treat or detect HIV. There are no standards from country to country for the results of the test. over 30 countries have banned the western blot test. The blood for the test has to be diluted 400 times, or all the results wold be positive. There are over 70 conditions other than HIV, that can make the test show positive.
the population in africa has doubled in the past 30 years.
in western 1st world countries HIV is still only in the gay men and drug user groups.
in the u.s.a. between 1982 and 2012, 652,000 HIV positive people died, not necessarily from aids. Of those over 300,000 died due to overdose of AZT. To put it in perspective 475,000 people in the USA die ever year of lung cancer, the 4th leading cause of death in the USA.
