I know this is an older video, but does anyone know where it's from and who the actors are? I know the picture quality isn't too great

Trying to find out who this is... mainly the bottom. I did find him before, but have forgotten his name! I know there are a few scenes with him out there. Does anyone know him?

Also, sorry for the poor quality pictures but it's the best I could find.
