I have checked my qBittorrent settings and have even adjusted them to limit to 15 active torrents and am currently getting no activity with that setting.

I am having the same issue. The Rationator show the following for me:
You downloaded 0 torrent(s) in the past 24 hours
You are allowed to download 150 torrent file(s) per day.

Can you tell me if I am doing something wrong or if my account needs to be reset?
