Ooops! I just read your post more carefully. I have NO CLUE if there is any good software to do what you are asking. I imagine it would be VERY difficult to write and be god-awful slow if it actually worked.

I use "fslint". It't easy to use, fast, and flexible. Unfortunately, it is not available for windoZe.

see: https://alternativeto.net/software/fslint/?platform=windows which lists alternatives to fslint. I have not used any of them as I run gnu-linux exclusively, but it seems like a good place to start.
