Canada Post lock out

So apparently, Canada Post has decided to go from a rolling strike where Canadians were only receiving mail delivery Monday, Wednesday, and Friday, however now have gone to a full out lock out, so there's no absolutely no mail delivery at all anywhere in the country. The only problem is that some of us receive their drug coverage cards by mail every month. The problem with this is that I am one such person, and I have quite the need for that handy little thing.
I bet you didn't know that in a case such as mine, the cost of just the HIV medications that keep me alive alone is a whopping $1533.53 every month. This doesn't even take into account the cost of the medications that take care of the side effects, among other things. The bigger problem is that given that I am limited in the type of work I can do, I'm currently reduced to the disability cheque every month, which only accounts for $1053.00 every month. This means that just for the medications that keep me alive, this leaves me very short for the medications that I need to live.
What's worse is that our lovely government doesn't seem to give a rat's ass about the fact that there are now many people placed into such a situation. Since when is an "essential service" as it has been deemed allowed to pull such a thing on their people? For that matter, since when is it acceptable for a government to simply dismiss their people, leaving them in a situation where the cost of a month of their life (quite literally) is more than they are able to bring in, in a month, without anyone caring about it or doing anything to make such vital things that are needed available to them?
Quite frankly, it only goes to show that our government officials are concerned with noting more than collecting their pay cheques, and not about the welfare of their people. What's worse is that when I inquired on how to go about getting this card, and the only way in which for me to get a replacement is to go into the disability office and pick it up. The problem that I have with that is that under the terms of the house arrest, I can do no such thing. When I presented this problem, the answer that I got was "that's not our problem".
Since when is a live or die situation for which people like myself are facing "not their problem" when they have ways in which to get around this problem. I suggested both a courier service, or sending a letter of authorization allowing my pharmacist to be able to pick up my drug card for me, and in both cases, they flat out refused, saying that they had to deal with only me. Can anyone provide me with an explanation as to the message this sends, other than our lovely government workers only care about their pay cheques, and nothing more?
