I tried getting a torrent, but it won't even let me download 1 torrent?

OK, then you need to change that notice.
It's the banner at the top of the page:"Your download rights are taken!
To fix your ratio, seed your downloads, upload new files or consider donating

That is a bug and it is on a list to be corrected.

I wonder if one could repair their ratio even though they have lost their download rights by downloading FREELEECH torrents?

I have download rights taken and just tried and yup, I am able to download FREELEECH torrents, I assume seeding it will help my ratio.

Yes… When your download rights are taken, you can still download one torrent at a time, however this is limited to only torrents that are on freeleech. I try to go about the site on a daily basis, adding little goodies, and I try to ensure that every niche, fetish, interest, etc is covered. This is not only to help restore the life of torrents, but in some cases, this can even be a means of helping users restore their ratio by making some of the less popular torrents they are seeing a little more popular and visible, as to encourage people to download them.
