Deleted files still there

On Windows 7 {haven't verified with Vista yet}, I deleted some folders/files to make more room and it seems to work but the folders/files are still there.
The folders are showing as empty but they are still on my computer. I tried to delete a 700mb iso file and it's still on my computer but unlike the folders, it's still saying it's 700mb.
It doesn't matter if I use delete or Tune Up Utilities 2009's shredder, it's the same thing.
If I go to delete or shred them again, it says they aren't there. I know the iso I mentioned earlier is still there because the disc usage amount is still the same.

I think this is a problem of access control to the files, raph. Windows won't let you delete them because it thinks (at some level) that you do not have appropriate ownership/permission to delete those files. Handling file permissions/security issues is something Windows has never done very elegantly.

I understand that, but that's not what I meant.
The files are there, even though I deleted them.
When you delete a file, it should disappear from the hard drive screen and show up in the recycling bin. In my case, the files are still showing on my hard drive and not in the recycling bin.
