torrent file not downloading

so i am trying to download a torrent, and the torrent file is not downloading and it just leads me to a empty page that somewhat contains download.php, but no torrent file is downloading
do i need to finish off a pre-existing torrent to finish downloading to download another?

for some reason there are not enough seeders ...
you are not connecting from the peers/seeders ...
or due to multiple files running upload/download and will result in low bandwidth ...the only way to connect w/ these kind of issue is to make it freeleech so others and your peers can connect ...
or wait ..., sometimes it will resume itself, so be patient ... -
