Another account stuck on max downloads

Hi,
I've been a member for a long time and haven't really had any problems with downloading torrents until now. Now when I try to download I receive errors on each download that I am over my allotted 8 torrents to download at a time. This is with nothing actually downloading. I did check my leeched list and there are a number of torrents on there, but all show 0 being downloaded. I'm unsure how to remedy this issue. In the near past it has eventually started working, but that doesn't appear to be happening this time. Any help would be appreciated, thanks!

if you click on that icon adn scroll down you can see the torrents the tracker thinks you're downloading.
do note, if you only want to download part of a big torrent; even if you arent downloading and are just partial-seeding, the tracker counts you as a leech.
it sucks, but you have to just stop torrents you don't want to fully download. don't partially seed.
