US - FCC tells telecoms to end spam/robocalls by Oct 2019 - or else

FCC Chairman Ajit Pai has written to all US telecoms tell them they have until Oct 2019 to end spam/robocalls, or else. No idea what "or else" means in this case.
The FCC says that 50% of all US calls are spam/robocalls.
The main problem, the FCC claims, is phone number spoofing to bypass caller ids and block lists. It also makes it impossible to deal with criminals.
It seems that the tech is already out there to solve the problem, but the telecom companies don't want to spend the money on preventing calls that make them money.

I'm amazed people listen to these calls. If it's obviously a robot/spam call, I just hang up; I thought everyone did??
