Well, whenever someone mentions a "tracker", usually is referring to a torrent site. For example, gaytorrent is a Private Tracker. And ThePirateBay (If its against rules mentioning another tracker, just edit my post please) is a public tracker.

A torrent tracker is the software that keeps a track of who has uploaded which pieces (and so has them available to share), who is downloading (and so is looking for pieces), how much you have up/downloaded.
All the info you see in your torrent client comes via the tracker for each site
