the points have been withdrawn from my account but i can still not download anything

Well done, you're in the clear now.
The ratio is a figure of how much you've uploaded compared with how much you've downloaded. The minimum required ratio is explained here: https://www.gaytorrent.ru/rationator.php. You can check there how much you can download before you hit the next requirement. The best way to increase your ratio is to post a new torrent or share one you have downloaded, especially if it is freeleech.
Bonus points are a separate thing (although as you found you can exchange them for upload credit. They are earned by taking part in the forum (you've earned a few by starting and replying in this topic), by keeping seeding after you complete (whether anyone downloads from you or not), adding pictures to a torrent, reporting duplicate torrents - more suggestions here: https://forum.gaytorrent.ru/index.php?topic=24581.msg113316#msg113316 And if you upload your first torrent you get a 600 point bonus!
You can use your bonus points to buy upload credit (as you did), say thanks to a torrent uploader on the torrent page, make a torrent freeleech or buy an invite

now I have a ratio of 0,400 but it's still not enough - don't really understand this ratio /points system :afr:When the minimum ratio is reached, the download rights will be restored by the system at it next cycle. Cycle time for this is 15 minutes.
While the display on site shows rounded upload, download and ratio values, the system calculates ratio based on exact to the byte values. That can lead to the minimum ratio been displayed as reached, but the real ratio being still slightly lower. Seeding a little bit more will do it then.
